Basically you are correct, Puma. Although ostensibly Saddam is Perp # 1 via his attack on Kuwait and Perp # 2 the U.S. who led Saddam to believe they would not intervene in "border disputes" and that he had a green light to invade Kuwait, then betrayed and attacked him when he invaded Kuwait.
However, you are right that the U.S. policy was responsible for the entire disaster.
