Are We at War?
Not according to this writer from the Boston Globe.
And if we're not at war, where do the "war powers" come from?

I've often made the argument that we're not at war. We're in a struggle to be sure, but war!? No. I don't think so.
The first thing I want to see happen if the Dems retake the senate (long shot, I know) is to pass a resolution declaring we are not at war with any nation and that the Congress explicitly rescinds any presidential war powers, expressed or implied, by earlier resolutions.
