What Did They Know and When Did They Know It?
Jim Kolbe knew as much as six years ago according the New York Times. It isn't clear what, if anything, he did. Six years this went on, it was evidently common knowledge, and nobody did anything? And now they're trying to pass the buck as fast as they can.
