Somebody made a comment elsewhere about this topic that totally crushed my cookies: Bush will probably pardon Lay down the road. Sigh. Can he?
He can do anything he wants. Just let it run through appeals until the dust settles and write the pardon on his last couple of days in office (after the elections of course).
